If you plan to see the wall, you should go north if it and see the snow. then work your way south to beijing. Also the HArbin answer was great. In addition to being a cold, snowy place, Harbin hosts an annual ice sculpture festival that starts Jan 5th and lasts over a month. There is also a nearby ski resort called "Yabuli" and which is described as being China's best ski resort. So, if you are interested in doing more than just looking at some snow in Beijing, I'd go to Harbin. But, be prepared, it is very cold there. Dress appropriately. A place that will certainly have snow is Harbin but it's amazingly cold so be prepared. You can always get the train and stay for just a night or two.
