Because they are all shades of the Communist Party. The illusion of choice when at a fundamental level they are all founded on Communist principles.

china is a one party system.
the other 8 political parties are nothing more but illusions of differing views, but they all serve as a function of the communist party itself.
china is a totalitarian regime.
